How do I get fabric to have a ';scrunched'; texture to it?

I am redecorationg my room based off a picture in Counrty Home Magazie. I want the fabric on the duvet cover to have a ';scrunced'; feel or look to it. Kind of like those little girl shirts that were popular a few years ago. Does anybody know where I can get any like this or how to do it on my own? Please help! Go to a Fabric Store and buy some 'scrunched' fabric. You can make your own. They will have patterns that you can purchase if you aren't a good seamstress.


If you want to do it with a cover that you have already, you could ask at a craft/fabric store. They may know of a technique.
